Toni Mulder is a Fellow of the Casualty Actuarial Society, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries and holds a BA in Mathematics from the State University of New York at Plattsburgh with over forty-five years of actuarial experience in the property & casualty insurance industry.

At Taylor & Mulder, Inc., Ms. Mulder has performed in-depth analyses in a broad range of practice areas and in a variety of consulting engagements. Services include reserving, pricing, funding studies, review of rate filings and testifying at rate hearings on behalf of state insurance departments, financial examination services for State Insurance Departments, reserve studies for captives and risk retention groups, actuarial analysis for insurance department liquidations, managing captives, reinsurance, fronting arrangements, statutory and GAAP accounting, computer simulation modeling, forensics, claims analysis and marketing. She provides loss reserve opinions and rate filings for insurance companies and funding, reserving, GASB 10 review, premium and rate determination, and cost allocation studies for self-insurers. As a consultant, she has provided Statements of Actuarial Opinion for major casualty insurers and reinsurers.

Ms. Mulder has particular expertise in estimating ultimate loss and loss expense reserves for insurance companies, reinsurers, self-insured corporations, hospitals, railroads, law firms, brokers, captives, risk-retention groups as well as federal, state, county, and city governments. Ms. Mulder has expertise with pollution liability, particularly underground and above ground petroleum storage tank insurance and coal mine reclamation. Ms. Mulder specializes in the longer tail liability lines such as hospital and physicians, surgeons, professional liability, products liability, general liability, commercial automobile liability, environmental liability, cyber liability, private passenger automobile, homeowners, farmowners, strike insurance and workers' compensation.

Ms. Mulder's experience also includes a wide variety of unique lines of business such as hurricane, wildfire, earthquake, flood, taxicab liability, libel and slander, felonious assault, construction defect, inland marine, mortgage guarantee, surety, fiduciary, crop insurance, personal umbrella, and equipment breakdown, among others.

Ms. Mulder has been engaged as an expert witness by the Internal Revenue Service and numerous major worldwide insurance companies involving arbitration proceedings, litigation, and tax court litigation. Ms. Mulder has never lost a case in which she has testified.

Ms. Mulder has served on numerous committees of the Casualty Actuarial Society including the Task Force on Reserving Principles, the Committee on Reserves, the Committee on Online Services, the Committee on Valuation, Finance, and Investments, Joint Program Committee for the Casualty Loss Reserve Seminar, and the External Communications Committee. She has also served on the American Academy of Actuaries as Committee Chair of Self-Insurance Issues and as Chairperson of the Committee on Publications.
